Is this pear fire blight?

The plant is a graft made in February.
It is in central Italy.
They white stuff is due to copper fungicide sprayed before.
According to my research it could be canker, don't know if it is due to neonectria galligena or bothryosphaera obtusa.
I treated yesterday with Tebuconazole, a systemic fungicide used to treat it.
I hope it is a natural desiccation because a canker on a young graft is a big problem.
