M9 should work OK for the apples - I'd put a good solid stake in at a 45 angle to the trunk to tie them to for the first year or two. Unless there are other apple trees around you, give a thought to a pair of trees which will pollinate one another - Cox for example is largely self-sterile.
Pears can be a bit disappointing in our colder climate in my experience, so unless you dislike the fruit a plum tree might be a better option.
