Presuming the frame is aluminium then HSS or titanium coated drill bits will be fine,the thing to watch out for is "cold welding",to prevent this you need to use a lubricant but unless you have an engineers merchant locally it will be hard to get,the old fashioned dodge in small workshops was frequent dipping into a paraffin pot (heating oil or diesel fuel will work

I just use ordinary bog standard drill bits. Greenhouse frames are made of pretty slim material and a reasonably sharp drill bit will be through before heat becomes an issue even without any lubrication
