A few inches sounds far better than a foot! It is truly rocky ground, especially since I think it used to have a structure on it since it's got a lot of concrete pieces around too.

With not knowing your garden layout I am not sure my recommendation will help, instead of digging down if you errect a barrier or wire fence you could extend the wire netting on the ground a couple of feet or so out from uprightit may be a struggle to reach the top, but once your over the hill your problems start.
