New to gardening but someone said can use horse manure in the bed. How long before I can plant the roses?

If it's old rotted manure, or the stuff you buy bagged from the garden centre, you can plant straight away. If it's still smelly from the stables/field then don't use it until next year, then put it on as a mulch.
