I can't think why else it would smell.
I keep a couple of goldfish in mine (they love it); they keep down mosquito larvae for me. Their poo hasn't been a problem so far ...
yes, they get a sprinkle of fish food in the summer, just a little not enough to foul the water. They have pondweed and larvae to eat too. They've been in there over a year and y'day I caught the white one exploring around near the surface, thinking it was Spring already.

No, I guessed that the water has just stood for about 4 - 5 months and has started to go smelly like stagnant water does! I had wondered if I ought to drain it now, and let it fill up again with fresh water.
You should be able to buy something called Refresh at your local garden centre. It is a kind of mild sterilising liquid exactly for this purpose. Added regularly to a water butt it will hep keep the water sweet. It seems to work with ours.
