what you need is a landscaping soil supplier. we have one here in kettering. If you have a trailer you can buy it loose. We paid £25 a ton for a soil/compost mix only today
Try 'Gardes Services' in yellow pages. Whoever you contact will probably have a number of someone they use if there isn't anyone offering top soil. One thing to be careful of is the quality of the soil. I made the mistake 30 years ago of ordering 2 tons of the stuff for a new house and got half a ton of soil, half a ton of clay and a ton of builders rubble.
Ask if you can have a look at what you're getting before you order it.
Just to let anyone that wants to know, in wiltshire the cheapest i found was a skip bag from B&Q trade department anyone can use the trade department. It cost £48 in total.
If you are open minded about these things contact your water supplier.
When sewerage goes through the treatment plant there is (as you would expect) a lot of organic waste mixed up with the dirty water The treatment plants don't just turn the dirty water into clean they also process the solids - filtering and heat treating it so its safe for reuse. As I understand it is freely available. It may well be free for collection or they will charge for delivery. If you have a large works near you and need a lot it may well be worth contacting to see what can be done.
Just be aware tomato seeds aren't destroyed in the heat treatment process
