If it's well rotted, i.e. black and doesn't smell like what it is any more , yes, except you nevereverevereverever use it for carrots or parsnips as they will fork in all sorts of directions. Chuck it on and dig it in. Your garden will love you for it and offer to have your babies; well baby cabages, leeks beans, peas ............
If it's fresh. it's best to leave it a year to rot down. Muck invariably also contains wee which is acidic and will burn roots.
