well i have had similar in my garden particularly by the pond they like the wet. I suspected it might be the same so i done a google image search on slime molds its basically a fungus the only thing that worries me is that the one in the original post is crystal clear normally they have a yellow or white tinge but it could be in its early stages, of course thats so long as its not gell crystals
