Short of two slavering dobermans, is there a more cat-friendly way of keeping said same out of the garden...? One has decided to make my new herb bed a, shall we say, place of convenience! My poor chives!

From what I remember the general agreement was using an airgun to shoot the blighters.
For me I found putting mirrors in the beds has really helped. I think the cats get very embarrased when they think another cat is nearby and I've had limited fouling since. Also I can't see them as they just reflect the garden.

Mirrors sound like a really good idea. When I moved in here I found my next door had 17 cats. I got a retired racing Greyhound. I don't know how many cats they now have but only three dare to come in the garden (when greyhound is inside).History teaches us that history teaches us nothing. - Hegel
