When did you plant your potatoes and were they earlies? Work on 12-14 weeks and certainly wait until they are well in flower before having a poke around under one plant to investigate! Garlic - well I planted my first garlic ever last autumn but Zazen the moderator is the queen of alliums (allia?allii?) and she will be better able to advise you on that, but I reckon at least late June/early July - maybe!
You can tell when garlic is ready because the top growth (leaves) will start to die off. Once the leaves have gone brown you can lift it and lay it out to dry off, before storing it somewhere cool (mine goes in the garage).
Potatoes, earlies - 1-12 weeks in the ground, 2nd earlies - 13-14 weeks in the ground, maincrops - 20 or so weeks in the ground.
Carrots can take up to 3 months, they get a lot of leafy growth before the roots start to swell. A good test is to scrape back a little soil from around the base of the leaves, until you find the root. If the top is still tiny, they'll need another few weeks. Make sure you cover the root up again though, as light can turn them green.
