I'm assuming by potatoe compost that you grew your spuds in tubs, bags or similar and not in the soil. The spent compost can either be added to your garden soil (assuming you have some), compost heap etc but in terms of using it to plant something else in most of the nutrients and minerals will have been used so need replacing (its cheaper to buy new compost).

As for next years potatoe crop, and I apologise but my advice is based on what I do when planting at the allotment. In the autumn add manure which will provide the nitrogen. When I dig the potato trenches I add the wilted comfry leaves and cover with a little soil, this adds potash. For my earlies I add nothing else (if you don't add manure in the autumn add fish blood & bone to the trench). Maincrop spuds will need additional nitrates and potash, wood ash is great stuff for this and it also improves the skin texture and therefore the keeping qualities.

having said all of that you can always buy a little tub of potatoe fertiliser and just add it to your compost. The fertiliser wants to have a ratio of around 3-5-7 and is mixed with the compost before planting.

Whatever I grow in pots/tubs/containers I put the compost into my compost heaps.
For next years spuds, they are quite hungry so if you can get hold of manure, get some on there and either dig or leave it, depending on what you prefer.
I plant my spuds a little later than a lot of people I think, as I always put a comfrey leaf under each seed spud as they go in.
