Flowers posing as carrots?

My brother has these growing in a flower bed, and I could have sworn that they were carrots.

But they've grown really fast (ie much faster than mine!) and now have what look like blue flower buds at the top.

Can anyone identify these? Sorry the picture quality isn't brilliant.

Looks like Nigella or love-in-a-mist to me!

Its love-in-mist and it self seeds and produces very decorative seed heads.
Lovely feathery foliage.

That looks like it, okay. I could have sworn they were carrots when younger
