You're right, you can't pass on allotments yourself, or take someone else's on without a formal contract/agreement/tenancy

Actually it's a big issue on our plot. Helpers are even being pressured to leave. Especially if theY help the plot holder more than the pLotholder cultivates themselves.
Another anomaly is that civil partners who are not married are not allowed to succeed their partners and take over a plot. This is ridiculous and outdated but the council won't budge. God knows what would happen if the partners were the same sex!

The society recently produced a plan of the plot to give to new and existing plot holders. We put the names of the people who regularly attend the plot to cultivate.
The council asked for a copy of the plan and then asked us to remove the second names on the plan because they were not plot holders and had no rights........
The plan was to help newbies find their way around an get to know the people around them.......
