Some of mine were like this. Lift them carefully cos if the pupae are in there you don't want them to drop out onto the soil . They look like small brown grains of rice and could be nestling in between the cloves . I fleeced my leeks and they were ok but because the garlic went in later and hadn't really grown I stupidly thought they would be missed. Learnt my lesson for next time. The outer skin splits where they tunnel and the new leaves grow out of the split instead of straight up as normal .
Fleece anything allium like Oct / Nov and March/ April

Yeh, see I did all that - lifted them carefully, and split the bulb into cloves, had a look at the hole they came out of....not a sign of any creepies, either in the soil or in the bulb. Very weird. The cloves feel pretty firm, i.e. no tunnelling. I'm going to slice them up and put them in a chilli at the weekend, we'll see what they look like when cut up. NB: Using my first red chilli from the polytunnel in it too [puff up chest, looks smug]
      Are y'oroight booy?

You wouldn't see them in the soil . If they were attacked Oct/Nov time they might have already pupated and flown off to attack elsewhere .......congrats on your chilli
