    My next door plot has been reported a few times. he turns up digs a little bit over and then disappears for a few months - meanwhile weed seeds are blowing everywhere

      You need to have a 'two complaints within 12 months' rule added perhaps?

      it is really hard when people say they really want an allotment but can't find the hours needed.

      Whether people have excuses or reasons doesn't really matter when it's driving you mad cos of weeds etc.
