How do seeds for plants which produce sterile seeds exist?

I was looking to get some Oregano 'Country Cream' seeds off the internet and noticed that the plants don't produce seed.

If this is the case, then how can you buy seeds for the plant in the first place?

You don't - you propagate by cuttings.

You can in some instances...it just means that the F1 mix of parents produces children with no seed.
