I have experimented with chillis a lot and find a couple of things improv not only heat but flavour:
1) water from below and never from the top
2) dont worry about drying them out, worry more about the soil being too wet
3) If you are picking fruit then take some stalk and pop them in a brown paper bag in a drawer with a black banana to improve the heat a day or two before you need em
4) Pick fruit often to encourage more and ripening
5) If your at end of season, leave the plant to dry out compeltely and stress them to the point of the plant dieing for excellent results
