Some of ours have this too, all over. Only thing I could think of was flea beetle but really don't know.
ETA just had a google and it looks like it could be flea beetle. The plants should be able to survive, but flea beetles like it dry, so you could try watering and mulching around the base of the plants. I ususally just put up with this kind of thing.
I had similar holes and found some moth caterpillars on an indoor chilli, and as said above, some leaves were rolled up with a larva inside. I put them outside, to feed on herbs. Given the level of damage, I would not worry, it's minor. In my case I got annoyed with moths indoors, otherwise they would not have bothered me. I have flea beetles, and pea and bean weevils, and have seen no sign of them on chillis a foot away from the infested beds.
