I keep seeing on plants a cold hardiness level, and after googling it states about the temperature a plant can tolerate but what part of the plant ? Is it the soil or the above ground part ? Because I have no idea how cold or warm my soil is.

The soil is still slightly warmer from the summer,than the air temperature,go by the air temperature,this guide is quite informative
