Its a bit hard to tell from your photo but it probably is, have a look at these from google how does yours compare to those ?

It looks and sounds like comfrey,has this just sprung up,how long have you had the ground,the reason i ask is,mine is a lot bigger than that this time of the year,thats how it looks when it first appears in the spring,or if it has been cut down to the quick,or a new cutting,aslo,are you aware of 2 types of it,they look the same,but act differently,1 seeds all over the place,the other is called bocking14,it spreads by you cutting some root off,and replanting,it's very hardy stuff,and hard to kill.

Many thanks for all your replies.
This plant is not in my garden but on the edge of the woods nearby, was interested in finding out as was planning on trying the comfrey tea fertiliser next year.
There was some purple flowers near this plant but we couldn't tell if they were from this plant because of the over growth it was difficult to follow.
