your chicken is not well, she really needs to be seen by a professional. Chickens usually do not sit puffed up unless they are ailing. Like Richmond said if she was coming into lay she would be actively seeking food. she may be ill or being bullied but either way she is not well.
without further symptoms i would not like to stab at what is wrong with her, but she should be treated by a vet.
