Is this feather pecking??

A couple of my chooks have started to lose some feathers on the front of their necks, I thought they were moulting as they are ex-bats and there are also feathers missing on other parts of the body.

I was watching them all laid out in the sunshine; some were splat with wings out others preening when my banty went up to one with missing feathers and very gently held a feather from around one of the hens bare necks and sort of drew it through her beak. The hen just stood & let her

Any ideas?

Sounds more like mutual preening to me. I think feather pecking would be more violent.
