The general look of the birds - bright eyes, not scratching at themselves all the time (suggests mites or lice). It's muddy but have they got clean bottom-feathers? This can indicate illness. I was impressed when we were asked to dip our shoe soles into a disinfectant bath when we went to choose ours. It showed that the bloke was aware of bio-hazards. They should be well feathered. Only birds from last year who have gone through one winter already should be in moult. They'll be inquisitive. They should have clean water and food around to take ad-lib.
In many ways your instincts will tell you if the birds are well looked after. Many genuine breeders will offer a 2 week 'guarantee' - after that if the bird is ailing it could be down to you!
