Dead Passion flower ?

Well, after about 8 years my passion flower has failed to show any new foliage. The top of the stem is dead but the roots seem healthy. Is there a chance this is still alive or is this yet another one of my follies ?

If you scrape at the stem there may be some green which would say its OK.

My passion flower used to die right down to the ground in winter. It’s still very early days for spring growth.
Having said that, it doesn’t look good that there are no small roots attached to the main root.
