Grow a few dahlias, but am not an expert. However they look like mine did before they flowered, nice fat buds on them. Give it a week

Quite a small pot for what looks like a nice big healthy plant so dont drown it but keep it fairly well watered.

I've got a few in pots from bare roots, never grown them before and I thought they were never going to flower, but they have just this last week, so don't give up on them yet!

Generaly when dahlia growers want to guarantee keeping a particular variety of dahlia, they plant a tuber in a 5in. pot, this will keep the tuber usable but not usually expected to flower so dont throw your tuber out if its in good condition, and next year plant it in a bigger pot or better still in the ground
it may be a struggle to reach the top, but once your over the hill your problems start.
