Spring, Goldwolf. The dead flowerheads should be left on overwinter as they protect the buds for the next years flowers. But once we get into March and the hardest frosts are over. they can be pruned and that will set them into growth for the coming year.
From each according to his ability, to each according to his needs.
If you are not sure, or want to be certain of flowers this year, cut half the branches out this spring and do the other half next year. If the plant is simply out of control, hack it back to nothing - 2010 you will have a plant with flowers (in my experience anyhoo). I can't seem to kill the one I want rid of no matter what I do
