you'll need some bottom heat this time of year and I would leave it till the spring when they are in full leaf then take softwood cuttings as they take easier. and they will soon catch up with hardwood cuttings which should have been taken in the autumn really.
But you've nowt to loose just go for it.

Fuchsia cuttings are very easy Wheretostart. I just cut unflowered stem tips, remove the lower leaves and put them in some compost . Most of them take. Good luck.
Sometimes even prunings that have been left on the ground root themselves.
