I need to cut back a bunch of English ivy and would like to plant it on a berm at the edge of my property, can I just put the cuttings in a bucket of water until they root or should I put them in soil instead?

I've only done it once and it took ages to get going. I put the cuttings in garden soil and left them outside. When I planted it out, it seemed to go dormant for 2 years then suddenly it just started to grow, then there was no stopping it.I you'st to have a handle on the world .. but it BROKE!!
