woody lavender

My 2 yr old lavenders have gone really woody and lanky, depsite having a trim in the autumn.
Could this be because they are not in full sun? Do they go lanky / woody in shade?

They do really like sun the best - also are they in clay? If so they will really sulk.

I'd take cuttings if you have some good material at the tips as they never (hardly) ever grow back from woody material.
