The best time to prune is immediately after it has flowered. It is always better to cut off the flowers as they die, unless, of course, you want some seeds.
If you have to make it smaller, prune out any damaged or diseased branches and then you can shape it by cutting out the unwanted portions just above a
leaf. You will find that you will not have as many flowers the first year after a severe pruning.
