I moved a peony from my back garden to my front garden two years ago. I read that they don't flower the first year after being moved so I didn't expect flowers last year. The buds did form but never opened into flowers. This year the same thing happened, plenty of buds but no flowers. Will it produce flowers eventually?

I moved one, and divided it into two, for a customer, last autumn.
Just to upset you, both have flowered, one last week, the other this week.

If it's any help they're in fairly dry soil, not too much sun, and not too much in the way of nutrient either, and only shallowly planted. I'm certainly no expert, but I've moved them successfully before, so maybe I just have a knack. Good luck with yours.
