Might i suggest........Lonicera nitida, though can't be sure without a better close up.
Its used commonly in amenity areas as, like a buxus, it copes well with being hacked back once a year. However it does flower and produces nice purple berries, so long as it isn't cut back.The more help a man has in his garden, the less it belongs to him.
