Honeysuckle problem

Should the plant be finished flowering before taking cuttings and could someone tell me how to recognise a 'semi ripe' bit?

i can never get cuttings to grow, its got good light, its been fed, no sign of nasties, maybe it just doesnt like me!

Thanks all, I shall try the suggestions here.

Alice, it cant be planted as it's on the patio so it needs to be in a pot. But if it continues to die I may be forced to move it and plant properly.
