Lack of light is going to make the seedlings thin, weak, tall and spindly. They need lots and lots of daylight, light which just isn't available on a windowsill in winter.
I tell you this not to rain on your parade, but so that you don't get too disheartened when your seedlings fail.
Tender seeds will do well if you sow them in April/May.
