Do you have to wait until the seeds are black or is it possible to cut off the flower head while they are green and then wait for the seed to turn black?

Let them get ripe. Once they are black you can cut the stems and put them upside down in a loosely tied paper bag so they are caught when they fall out."A life lived in fear is a life half lived."
