Can't quite work out what it is, tossing up between penstemon or sweet William. If it's the latter, it's probably dying off after flowering. If it's a penstemon, I think I'd just pick off the manky leaves, give it a feed and see what happens.
I think it's a Penstemon too. They are a bit prone to having old leaves rot, but as Wendy says, if you pick them off and let it get on with it they often recover just fine.
