It may cost more to start but a prostrate rosemary can be bulked up with cuttings.

I wonder whether the behaviour of the plant at the cutting source determines behaviour of new plant. The original I had and one cutting, both now deceased, dropped well but the survivor goes horizontal.https://rosemaries.co.uk/TRSstorefront.html
