herby help, what is it?

can anyone help identify it? my grandad turned up with loads of unlabeled herbs, the label just said 10cm herbs.
i have identified the others, one of which was a curry plant, but this one i have no idea.

any ideas would be so much appreciated

Just wondering if it is Santolina - Cotton Lavender.

possibly, i'll google it for a while, i suppose the thing to do is let it grow and see what it produces
