A little common sense is required - look at supermarket herbs, how big are they before they sell them to cut? Your plants are still very small, they need a while more to grow before they are big enough to harvest. It's all trial and error, if you cut them too soon they won't grow back as you have discovered. Use your experience gained from your mistake in cutting to soon/too much.
My advice is not to cut the plant until it is at cut about 8inches tall at least and start some more off now as a follow on crop. Go to the supermarket and buy a plant in to compare sizes.

Just sown the last of my Coriander "seed" so have put on list for replacement.
I'm also making a curry tomorrow night - using whole spices, roasting 180C for 5 mins them and grinding into a Dhana jiru (3:2 - Coriander to cumin seeds)
I buy coriander seeds in big packets. Can you grow coriander from "spice whole seed" or has it been treated?
