They suck the sap out of the plant, weakening it and possibly passing diseases.
Squish them between thumb and finger. If the plants are able to stand it you could use the jet setting on a hose but your herbs are probably too small for that.

The chervil may recover, keep an eye on it. Make sure that you got any bugs hiding on the underside of the leaves or in the leaf joins.
