Scarlet has given you the best links, It does take a lot of work but once up and going becomes very popular.

You could start in a small way by offering / asking for seeds on Freecycle locally, but I imagine that distance is a problem in such a large (and lovely) area as yours.

(We have s Seed Swap here in Middlesbrough, but to be honest still in its infancy)

Of course if there are any specific seeds you would like I'm sure that an approprite post here on GYO would yield the desired result, all of our Grapes are very generous and would be happy to share their surpluses with you
