Where: most especially on the roof, particularly if you have a south facing side.
When: anytime now, if the sun is full on my g/house it's getting into at least the 30s already.
What: ahhh.. now, that's the question! I use old net curtains thrown over the roof of my little greenhouse, and have an elaborate system of shade netting and net curtain wires on the big greenhouse. If you have a glass one, then 'shade paint' works well - it doesn't work on my plastic one.
I'm using NIXOL from twowests.co.uk. It is paint on and they do a special version for polycarbonate. I put it on the roof in the suggested dilution but watered it a bit more for the sides so that it isn't so opaque. It was £7.95 for a 1KG tub (£8.50 for the special version).
IT is supposed to turn clearer when it is wet or damp and it does so I am very pleased with it.
My OH has estimated that it should last me 3 years at the rate I am using it.
I place a 45% shade cloth over the greenhouse when the sun is directly overhead. That, together with a large fan, and the vents, keep all the veggies happy. I remove the cloth late in the day before the sun sets so the greenhouse receives the weak morning light.

No occupation is so delightful to me as the culture of the earth, no culture comparable to that of the garden. But though an old man, I am but a young gardener. - Thomas Jeffereson
