I bought two types of garlic recently from the garlic farm. Planted some in the raised beds and a few in pots in the greenhouse. All of one type- Carcassonne Wight have come through but only a couple of shoots of the Picardy wight have come through. Is that normal?

Patience, patience and more patience.
Things grow when they're ready to and this cold weather doesn't encourage anything to stick its head out of the ground.

Update. My garlic in gh and outside are both doing fine. Slight yellowing to some of the leaves but strong growth. Just a bit worried as had a wee fumble of one yesterday and didn’t feel like there was an actual bulb there, felt more like a spring onion. Didn’t want to mess around with any more but at what point does the bulb expand? Hoping this isn’t going to be another allium disaster for me.

The bulbs will expand later on in the year. The plant will bulk them up so that they can go dormant and survive through till they regrow. At this point in the year they will be focusing on leaf production so make sure that they have enough nitrogen.
The thickness of the stem at the soil will be an indication of the size of the head that you can expect - thicker stems equate to bigger heads.
