Are they going under artificial lights once germinated?
Yes, but it's nothing fancy. I bought a desk lamp and LED daylight bulb from B&Q last year and it worked beautifully, so I'm doing the same again this year.
Question for the experts.
I made a mistake. I am growing Carolina Reapers this year as a first attempt. I germinated my seeds in the dark (its in my heat exchanger cupboard as it is warm). I went for a work trip abroad, and when I came back it already germinated with leggy growth (4cm).
I only have a limited amount of seeds left. Should I kill this and restart the project, or is there saving these seedings?

How many seedling have you got to experiment with?
Personally I'd try to save them rather than start again as Reapers need a long growing season.
You could sow a couple more seeds while you're trying to save the seedlings. As a back up.
You could try planting one of them deep like a tomato. No guarantee it will work.
I think I'd pot one up normally and put it on the sunniest window cill away from heat. If it's really leggy you might need a little stake to support it. Let it grow 3 or 4 sets of true leaves. Then repot it deep ( up to its seed leaves ). They cope with being planted a bit deeper when they're a bit older .

Thanks. I'll pop what seeds I have left into another batch, I got them from Sow Seeds for 4GBP so max damage with the jiffys are 8GBP. I dont mind as much the number of seedlings, its just that I only have one spot for these on my balcony, so I really just have that one final shot.
This current batch has 4 Jiffys. 2 per jiffy, intend to kill the weaker one. I really did not expect 100% germination of the 8 I planted. Hell I expected none to germinate.
