I agree with VC, give it a good brush out with a scrubbing brush if you think it need it but don't hose it out, as for screeding the floor looking at your photo you have what looks like a 2in. base so you could edge it with thin plywood if you don't want to go into the frame with a screed and I know this can be done without dismantling the greenhouse

Why not use foam sealer around the base on the outside, that should stop water leaking in under it.
