Something is eating my winter veg

I have collard, Cauli and kale growing in a metre high enclosure which is completely covered with netting so no chance at all of pigeons gaining access.
Still the leaves on my late planted brassicas are being nibbled and some kale have vanished.
I've applied slug pellets but the problem still occurs.
Your advice will be appreciated.

We've had caterpillars on our outdoor brassicas and on assorted plants in the greenhouse. It's not been cold enough to kill them off. Frass (little balls of green poo) on the leaves are an indicator of the presence of caterpillars. There are a number of moths whose larvae have a preference for brassicas, and the adults are small enough to get through butterfly netting.

I've planted more brassicas in another enclosure away from bricks or ground cover and there is no sign of attack.
I have come to the conclusion that the culprits are slugs who like covered areas to conceal themselves.
These pests don't seem to be hiding away over winter as weather is getting progressively milder.
I haven't seen any but reckon this is the source of the problem.
Have now started applying slug pellets to the surrounding areas.
