i'm in the same boat just finishing my onion beds now and will be planting sets at the end of next week , but to answer you question i would say end of april.
I agree with carlseawolf end of April, but buy them now as by the end of April they'll all be gone or sprouted!
My Majesty made for him a garden anew in order to present to him vegetables and all beautiful flowers.- Offerings of Thutmose III to Amon-Ra (1500 BCE)
You could always put them in compost in a seed tray or in modules. Then when you have time/space to plant they will have established some roots and will get away faster so you'll catch up a bit on the time you lost.
I haven't even thought about planting mine yet - i've still got the build the beds!! Sadly a lot of my shallots are sprouting like mad, i might have to put the into modules for the time being.
You can leave it several weeks yet i should think.
There's vegetable growing in the family, but I must be adopted Happy Gardening!
Onions put most of their resources into leaf growth until mid-summer, then use most of that leaf growth for feeding the bulb. as long as they're in early enough to produce sufficient leaf before late June they should be OK, but I would assume that less leaf equals smaller bulbs.
Into each life some rain must fall........but this is getting ridiculous.
