repot toms ?

I started them off in cell trays - 2 seeds to each cell. I now have them individually in 3" pots. With the pot sides touching, the plants themselves are now starting to touch. Should I be looking to pot them on again ? 5" pots this time ?

Yes, you would go the next size up.

Are there roots coming out of the bottom of the pot? If not, keep checking and pot them on when they start to show.

Wait until the roots are coming through the drainage holes before you re-pot. Space the pots a bit further apart and don't grow too warm. You need to achieve a balance between growth and sturdiness.
