I ordered some tubers and was going to grow them in a large builders bag. I am a bit confused though - will they be ok to plant now or am I too late? I just wanted something going in the winter

Now is a good time to plant them for a winter crop of new potatoes (see all the millions of threads about Christmas potatoes) However - especially up in Glasgow I would think! - you'll need to remember that spuds are not frost-hardy and will need to be protected from cold weather.
Warning: I have a dangerous tendency to act like I know what I'm talking about.
You need to be aware that they won't actually grow in the winter. As the days get shorter, and they already are, of course, growth slows. Eventually they succumb to frost or fungus.
If you plant now you may get a crop in November, but it's not a dead cert.
Don't put all your potatoes in one pot, as they say
